Luis Soto has been an information systems and database programming consultant for over 12 years. He is presently based in La Paz, Bolivia. Mr. Soto has a Masters degree in Public Policy and Administration from the Universidad CatĪlica Boliviana in collaboration with Harvard Institute for International Development, La Paz, Bolivia., and a Bachelor of Science in Mathematics / Computer Science from Florida Atlantic University, Boca Raton, Florida. Throughout his career, Mr. Soto has specialized in the application of information technology to the development of enterprise-wide decision-support and workflow management systems. Mr. Soto's primary areas of expertise include requirements analysis, system planning and design, and application software development.
